創業百年を超える割烹旅館。石炭の産出で日本の近代化を支えた福岡県筑豊地方は当時国内で最も豊かな地域だった。その繁栄ぶりは想像を絶しこの常盤館も大規模な劇場を備えていたが現在では周囲は大変のどかな場所、そこに明治後期の旅館建築と庭だけが残された。しかしそれだけでも往時の繁栄ぶりは充分伝わる。明治後期は日本の大工の技が最高潮に達した時期であり常盤館には様々な超絶技巧がそこかしこに見られる。玄関を入りすぐ右の応接室は和洋折衷の部屋で豪華な折り上げ格天井が見事だ。シャンデリアも当時のもの。二階「鯉の間」には数寄屋建築の凝った意匠が盛りだくさんで驚く。その他、館内いたるところに贅を尽くした材と意匠が散りばめられている。庭園は二つの客室から鑑賞することに重点を置く地割（設計デザイン）であると同時に回遊も可能で二百坪ほどの小規模な池泉回遊式庭園となっている。毎年春のツツジ開花期に一般に無料公開される。普段建物と庭園は割烹の利用客と旅館の宿泊客以外への公開はされていない。

Kappo Ryokan has been in business for over 100 years. Originally it had a large-scale theater, but only the late Meiji era inn architecture remained. In the latter half of the Meiji era, the skills of Japanese carpenters reached their climax, and Tokiwakan is filled with various transcendental techniques. The reception room on the right side of the entrance is a beautiful Japanese-Western eclectic room with a beautiful Oriage Go Tenjo ceiling. The chandelier is also original at the time of construction. You will be amazed at the elaborate decoration of the "Koi's room" on the second floor. The garden is designed with a focus on viewing from the two guest rooms on the first floor, and at the same time, it is possible to wakl around, making it a small chisenkaiyushiki garden of about the size of a 50m pool. It is open to the public free of charge every spring during the azalea flowering season. Normally, the building and garden are not open to the public except for the guests of the restaurant and the guests of the inn.
